requires grave consideration as to the propriety of my granting a large accession of sea frontage to the holders Marine Lots, without other benefit to the Colonial Treasury than their co-operation in carrying out a scheme of general improvement. I think moderate additional rental might, if possible, be associated with the benefit which will be conferred, with reference, of course, to the expense to be incurred by the owners in filling up the frontage. If practicable, there can be no doubt the co-operation of the whole of the holders of the "Marine Lots" should be obtained; but if not obtainable, the legal powers of the Government to accomplish the proposed work, the expense which it could entail, and the resources it would supply, must be the object of deliberate inquiry.
